[EDEQUITY] Responding to New ESEA Title V

Darcy- They can do this under closely regulated conditions for groups
previously discriminated against as temporary measures to help remedy past
inequities. Always have been able to do that. The key, as I see it in the
new regs, is that the Secretary will issue the award criteria and other
guidelines. It all depends on what those look like. Does that make sense?
