As I understand it, Title IX is a law that is tied to the receipt of
federal funds. Hence, it is a "funding" law. This became important when
the
Supreme Court tied its star to Title VI (another funding law) as the basis
for deciding Davis and rejected Title VII as the standard because it
(Title VII) is not a "funding law."
