[EDEQUITY] Add categories in Hate Crime Act

What also needs to happen is to have "gender" or "sex" included in the Hate
Crimes Act so that statistics will be kept, prosecutions under this law
will
include as federal crimes events such as stalking.

It is quite true in general that school districts, universities and
colleges are reluctant to publicise crimes on campus unless necessary to
the safety of the members of the educational community. However, some
colleges are publicising within their communities through email that
serious crimes have been committed, and to alert people to the areas where
these crimes have taken place.

New Jersey has a stalking law that states:
"a person may be charged with stalking if that person purposely and
repeatedly follows the victims or a member of a victim's family".
It also includes sending anonymous or other letters, persistent phone
calls, threats.
