I think it is especially important to point out that the this provision
is intended to amend discriminatory conditions, not to continue them. In
other words, it is intended to amend the exclusion of girls/women from
educational opportunities, not to allow for continued hegemony of the
other gender. I trust the OCR will see the distinction.
