One possible nearby contact for you is GirlSource. They are located in San
Francisco; see their website at www.girlsource.org

I don't think they have anything so concrete as a list of 'best practices',
but they do have some excellent recommendations (from both adults and the
girls involved) for supporting girl-driven projects. Last year, they
published a health book called It's About Time, written by and for young
women. Two of the girls who were a part of that editorial board spoke at a
UC Berkeley women of color conference about empowering youth-led projects .

Also, check out Girls Inc. of Alameda county, particularly their Latinas y
Que program.
