The Conference Committee for the No Child Left Behind Act of 2001 (H.R.
1), Congress proposal to reauthorize the Elementary and Secondary
Education Act of 1965 (ESEA) seems to be getting closer to passage. What
I have been reading seems to center on accountability, standardized
testing, qualified teachers, and the like. This is the major Federal K-12
money package that funds Title I, ESL, and many other long established
federal funding streams.

What I just saw for the first time in the news this morning is a detail
that is not getting press coverage. At this point it strips money from
any school that discriminates against Boy Scouts or similar groups that
bar gay participants. In my words, this provision would prevent a school
district from "discriminating" against a group that discriminates.

Hope watch groups are monitoring this issue.
