Shirley is the Community Liaison, and Federal Lobby person for the State
Superintendent of Public Instruction in Washington State.

Her resume' includes writing at the Department of Education, DC, the
implementing guidelines for Title IX when it was passed 25 years ago,
a stint with National Education Association, running the equity area for
the Chief State School Officers, and Directing a regional desegregation
center. She is one of the country's education gurus.
