WEEA grants update

A colleague and I have been working on a proposal to submit to WEEA the
end of this week. Today we got a call telling us that the WEEA
competition had been cancelled. Sure enough, when we called the WEEA
telephone number, there was a message saying that the grants competition
had been cancelled. My question is WHY?
