Has Title IX benefitted the educational opportunities of ALL women?

I am interested in the effects Title IX has had on women of color and
their educational opportunities from kindergarten through professional
school (K-16+). Descriptions of programs, services and activities,
and whether and how they made a difference, are welcomed.
