I cannot really address your question in a more elaborate manner. But if
TTTLE IX
has not yet significantly brought about far reaching meanful changes to
white/women
and girls is no hard to speculate the way ''it has affected the educational
oportunities
of women in other groups. TITLE ix is not about color or national origen. It
is about ALL women and ALL women in ALL races and colors etc should feel free
to use
the laws which protect them under the law to effect change and protest
discrimination.
