If you want balanced games, use a random draft - line 'em up, count off
1,2,3,4 and then either have 1s and 2s on the same team and 3s and 4s on
the other, or odds and evens.

If you want friendly games, let the kids be on whatever teams they want -
no captains, no choosing. They'll sort it out. Setting captains and being
selected leaves the less able kids *and* the less friendly kids at a loss.
