K-12 and postsecondary education? (Gray's material not clear to me--or
maybe it's a gray area.)

The biggest difference is in the admissions area. With very limited
exceptions, the Title IX statute provided that in regard to admissions
to educational institutions, Title IX only applies to institutions of
vocational education, professional education, and graduate higher
education, and to public institutions of undergraduate higher
education. Absent from inclusion are private undergraduate colleges,
and private and public elementary and secondary schools. The
differences in the class and programs areas are due mainly to age and
maturity levels in the students.
