Plug Appointees

Once the appointment has been made, it is too late for another
reason--the appointee may well have been chosen specifically to plug up
that particular channel for change. There is no way around grassroots
political action and education if we are going to change the schools. We
therefore need to ask what forms that grassroots work will take.
Certainly there are bases within the schools that such change can be
levered from. Can you identify some? For example, in your community,
what teachers, administrators, and parents might call together a
"blue-ribbon" committee to address the costs to the community of letting
sexual harasment go uncontrolled within the school systems?

district to whom these reports can be filed. Districts as with most
organizations want to deny that harassment is happening. By appointing a
person to receive complaints, they must admit publically that there is a
problem. This doesn't usually occur until someone has filed suit against
them...way too late in the process.
