Title of article: "Guidebook on Harassment Prevention Due Out"

The Department of Education and the National Association of Attorneys
General planned to release a guidebook recommending procedures that school
districts should adopt to prevent sexual, physical, and emotional abuse,
and to punish students and teachers who violate those codes.

"Protecting Students From Harassment and Hate Crimes: A Guide for Schools"
is free from the U.S. Department of Education - (800) 872-5327. (I
telephoned and ordered my copy, so I know it's available)
Supposedly after Feb. 1, 1999, the publication was to be available online
at www.ed.gov/offices. However, I went there and found no reference to
"Protecting Students From Harassment and Hate Crimes". Maybe later.
