To Mary Jo:

     Your three steps seem very logical. I find the sticking point to be
     someone within the district to whom these reports can be filed.
     Districts as with most organizations want to deny that harassment is
     happening. By appointing a person to receive complaints, they must
     admit publically that there is a problem. This doesn't usually occur
     until someone has filed suit against them...way too late in the
     process.

     Any ideas about raising the awareness of the administration so we can
     get past step 1?
