School districts must have a grievance/complaint procedure in place that staff
and students are aware of for filing sexual harassment complaints. If no one is
trained to be the recipient of these complaints, the district runs the high risk
of failing to perform the legally required investigation/inquiry into the
matter. If the identity of the recipient of complaints isn't known, the policy
and grievance procedure will be found inadequate. All that being said, many
school districts ignore the whole thing anyway.
