Police Reports and School Responsibility

The problem here is that schools and police often collaborate to knock a
rape or attempted rape charge down to sexual harassment, thereby
diluting the consequences available. It is quite easy to intimidate
witnesses and victim at this point, and frequently a police report is
not even filed. The same is true of teenage domestic violence calls to
the poilice, which as you can see from the schoolyard massacres, point
to lethal levels of sexual harassment and near-total denial of the
underlying causes. Most stats on sexual harassment cull out battery so
that they do not represent reality.
        The truth is, research shows that the cause of violence against women
is the inequality of women in society. Therefore unless you have a
comprehensive antidiscrimination law, such as the ERA, and it is
enforced, as Title IX is not now, you will not be dealing effectively
with sexual harassment and violence.
