Have you investigated the work of Nan Stein, who pioneered the research on
"bullying" as a pre-cursor of sexual harassment, has been funded thru
several national Foundation grants since the early '90's. I know she
offers a solid curriculum for elementary and secondary levels....but I
don't have the reference at hand.
