ESEA Reauthorization

Last week President Clinton & Secretary Riley unveiled The Educational
Excellence for All Children Act of 1999 -- the Administration's proposal for
reauthorizing the Elementary Elementary & Secondary Education Act (ESEA). ESEA,
established in 1965 as part of President Johnson's War on Poverty, is the
federal government's single largest investment in elementary & secondary
education.

The prospectus was scheduled to be submitted to Congress Friday, May 21, 1999.
The Act, as submitted, covers the following areas:

America's Education Goals
Title I: Helping Disadvantaged Children Meet High Standards
    
Title II: High Standards in the Classroom
Title III: Technology
Title IV: Safe and Drug Free Schools
Title V: Promoting Equity, Excellence, and Public School Choice
    (includes Women's Educational Equity Act)
Title VI: Class Size Reduction
Title VII: Bilingual Education
Title VIII: Impact Aid
Title IX: Indian Education
Title X: Programs of National Significance
Title XI: Educational Accountability Act and General Provisions
Education for Homeless Children and Youth
