Dean L. Hubbard

Northwest Missouri State University

As President of Northwest Missouri State University, Dean Hubbard has enacted groundbreaking prevention approaches to substance use. President Hubbard led the campus’s decisions to become an alcohol-free campus 1985 and campus residence halls to become tobacco-free in 2001. Additionally, during the University’s stadium renovation, working alongside students, faculty, and staff, President Hubbard was integral in the decision to not include skybox seating where alcohol would be served.

In 2002, President Hubbard was among the University representatives at a Maryville City Council-appointed AOD prevention task force that was charged with developing an action plan which supported a series of community forums for Maryville County dealing with topics in campus and community AOD prevention. These forums eventually resulted in President Hubbard taking a resolution to his Board of Regents requesting that they support action by the City Council to outlaw “all you can drink specials” which contribute to dangerous and underage drinking. The resolution was passed in 2003.

President Hubbard’s actions have been consistent with the practices outlined in the Presidents Leadership Group publication, Be Vocal, Be Visible, Be Visionary.
