Mission

The ICARE Schools project will identify and document middle-grades schools that involve all families in the education of students with disabilities. ICARE Schools demonstrate family Involvement, Collaboration, Affirmation, Respect, and Empowerment. Project staff sought schools that went beyond the legal requirements of the Individuals with Disabilities Education Act (IDEA) of 1990 and applied the spirit of IDEA by actively engaging families in the Individual Education Plan (IEP) process.

The study focused particularly on families who are often left out of the education process. Research shows that poverty, race, and cultural/linguistic background can influence the interaction between families and schools. Many families whose backgrounds differ from the prevailing school culture may feel isolated.

After a systematic nomination, application, and review process, the project selected two middle-grades schools that demonstrate successful parent involvement and positive outcomes for students with disabilities. The study explored the attitudes and activities of educators and families that foster meaningful involvement at these schools.
