Joseph O'Neill, MD, MS, MPH

Joseph O'Neill Photo Dr. O'Neill, has served as Associate Administrator for HIV/AIDS in the Health Resources and Services Administration's (HRSA) HIV/AIDS Bureau since 1997. In this capacity, he directs the national Ryan White Comprehensive AIDS Resources Emergency (CARE) Act program which provides medical care and treatment, social services, and pharmaceuticals to people living with HIV/AIDS throughout the United States, the District of Columbia, Puerto Rico and US Territories. He oversees an annual budget of $1 billion and a staff who serves more than 500,000 low-income, uninsured, and underserved people each year who are living with HIV/AIDS.

Dr. O'Neill leads national health policies regarding HIV/AIDS care and treatment, health care financing, and access for medically underserved populations, as well as the care and treatment components of several international HIV/AIDS efforts. He is an internationally recognized expert in clinical care, palliative care, and symptom management for people living with HIV/AIDS. In addition, he serves on a number of advisory boards including The Robert Wood Johnson Foundation's Promoting Excellence in End-of-Life Care program, and the Brazilian Association for Palliative Care.

Dr. O'Neill holds a faculty appointment at the Johns Hopkins University School of Medicine and maintains a clinical practice in the Johns Hopkins Hospital HIV/AIDS Program. Before joining HRSA, he was on the medical staff of the Chase Brexton Clinic, a community-based AIDS clinic in Baltimore, Maryland.

A graduate of the School of Medicine of the University of California at San Francisco, Dr. O'Neill also holds advanced degrees in business administration, public health, health and medical sciences from the University of California at Berkeley. He is board certified in internal medicine.

Katherine Marconi, PhD, MS

Dr. Marconi, has been director of the Office of Science and Epidemiology, HIV/AIDS Bureau, Health Resources and Services Administration (HRSA), Health and Human Services since 1991. In that capacity she organized the first evaluation office within the Bureau. The Bureau is responsible for program evaluation, health services demonstrations, and data collection for the Ryan White CARE Act. The CARE Act provides HIV services to uninsured and underinsured individuals throughout the United States.

Dr. Marconi holds a faculty appointment at the University of Maryland University College Graduate Health Administration Program. She is a member of the Monitoring and Evaluation Committee of the Global AIDS Fund and past president of the Maryland Public Health Association. Before joining HRSA she worked at the National Cancer Institute, the National Institutes of Health, and in state and local public health agencies. She has published articles on the evaluation of palliative care, AIDS care and support, and chronic disease prevention and control. She holds a PhD in sociology and an MS in technology management.
