In October 2002, the Council of Chief State School Officers (CCSSO), through its Interstate New Teacher Assessment and Support Consortium (INTASC), was awarded funding from the Office of Special Education Programs at the US Department of Education to develop a national center to work with states on developing models for improving the preparation, licensing, and professional development of both GENERAL and SPECIAL education teachers of students with disabilities. The award totals approximately $5 million over 5 years. CCSSO is collaborating with the National Association of State Directors of Special Education (NASDSE), the American Association of Colleges of Teacher Education (AACTE), the Council for Exceptional Children (CEC), the federal Regional Resource Centers (RRCs), and the federal educational laboratories and comprehensive centers in creating and implementing the new center.

The Northeast Regional Resource Center (NERRC) is one of the projects of Learning Innovations/WestEd. The Northeast RRC is one of six Regional Resource Centers in the US.
