Content Abstract
The Council of Administrators of Special Education (CASE) has created an Agenda for a Unified System of Education that responds to current educational reform initiatives and to new provisions within the 1997 amendments to IDEA. With this Agenda, CASE members have developed a set of policy and school level practice recommendations. The intent of these recommendations is to create a ”unified” system of special education that is integrated within general education systems and respects the needs of individual students with disabilities. The Committee believes that this document will assist local leadership in developing a vision of effective schools for all students, including those with diverse learning needs. This Agenda is also designed to assist regular and special education practitioners as education reform efforts evolve in individual school districts throughout the United States and Canada. This report is divided into discussions of 10 relevant issues: 1) Stakeholder Responsibility in a Community, 2) Develop a Clear Vision and Missions for Education That Includes All Students, 3) Establish a System of Accountability for All Educational Programs, 4) Personnel Preparation and Certification, 5) Funding, 6) Create an Organization that Supports the Mission of Restructuring, 7) Change What Schools Teach and How They Teach It, 8) Create Supports for Staff Development and Staff Renewal, 9) Integrated Community Services for Students With Disabilities and Families, and 10) Educational Technology.
