One of the most successful strategies for combating sexual harassment is to
have all responsible adults in the school system trained in appropriate
response. The Levels of Response are as follows:
1. Reporting of the suspect conduct, if personally experienced
of if seen happening to someone else;
2. The organizational capacity of a designated person at all
school sites or in each department, having the requisite
skills to inquire into reports and knowing the line between
informal level inquiry and formal investigation; and,
3. Having a team of investigators, highly trained and skilled,
to determine the pivotal contentions, interview witnesses, and
thoroughly and objectively apply the facts to the law.
Without these 3 Levels of Response people and organizations will shy away from
the issue and the problem will fester and grow. Within these 3 Levels of
Response there are many and varied practical questions to address. I look
