I think this depends upon how you perceive this question -- from an
economic
stand point, read the work of Larry Picus for establishing equity in
schools
from a financial perspective -- if you are interested in teacher bias -- of
course the Sadkers' work is landmark -- if you are interested in teacher
efficacy read that topic with emphasis on people like Eccles, Dembo, etc.
