Both of Ray's ideas are good ones. I write especially to support the idea of
followup in the first one. I've found that to be SO critical in the actual
institutionalization of new strategies. I think it's important even to cut
back on the reach of the project in order to leave money to support longterm
followup.

In Ray's second idea, the key in my experience is staff development time to
give teachers the opportunity to see and work with the materials, interact
with each other, and plan how they can use them. Just sending the materials
means they'll sit on the shelf or teachers will only use 1-2 activities in
them.
