Actually, your idea is not so strange. When I was in Nebraska many years
ago, we had a Title IX facilities complaint against a school disytrict
where
OCR found violation. The district, in order to provide equity, alternated
the poor facilities between males and females, so that each had to use the
awful ones. Then, the community passed a bond issue to build appropriate
ones. No move was made to build appropriate facilities until the males
were
forced to use the bad ones. Interesting. What's good for the goose is
good
for the gander!
