The entire UC system (not just the Berkeley campus) was barred from
_speeding up_ any plans they have for ending plans for ending affirmative
action in admissions. They are allowed to continue on their pre-209
schedule (which I believe was for fall 1998) but they cannot implement it
earlier (fall of 1997) as some had suggested after 209's passage.
