TANF & Higher Education Reauthorization Act

The Senate has voted to provide welfare recipients the opportunity to
qualify for living wage jobs by increasing their access to
post-secondary education. The Wellstone amendment to the Higher
Education Reauthorization Act (S. 1882) makes 24 months of
post-secondary education and vocational training a permissible work
activity under TANF [Temporary Assistance for Needy Families], and
removes teen parents from a 30 percent cap on the number of a state's
welfare caseload that may be in educational activities. The House
version of the bill does not include the Wellstone provision.
