classroom equity issues

An equity concern that I have not yet seen discussed, but need input on is
the issue of access for ALL students during science or math instruction.
In particular, those students who are isolated physically (e.g., may be
"disruptive" during class, so desk is removed from other students and may
not participate in hands on activities or group discussions); students who
are slower learners or below grade level; students who are above the norm;
students who are at "pull-out" programs during science; and the list goes
on and on.

It seems that often instruction is not inclusive. Is this just an
elementary school problem? Any suggestions or comments?
