Liz, Loved the 1% idea. In my field of athletic interest that would
have solved many problems years ago. In many districts, and the whole
state for that matter, the disproportionality when I started this
project in 1994 was substantial at 65/35. If, on the other hand, a goal
of even .5% per year since 1975 would have easily balanced the equation =
even starting at 100/00. Clever idea. Especially when I just re-filed
a three-year-old complaint in which I argued that a 62/38
disproportionality has grown to 64/36 after the school district filed an
Agreement to Resolve with OCR! Herb
