In addition to general awareness of Title IX (which is all too lacking) the
enforcement of Title IX by OCR is also an issue. What is also needed is a
strong link with higher ed and teacher training programs so that entering
teachers have a working knowledge of Title IX and related civil rights
laws.
I don't think that the needed growth in bring women into leadership
positions will move at more than a snail's pace unless the underpinnings of
civil rights and their equity intent is fully understood.
