In Colorado we don't have a comission or council, but the Women's
Foundation
of Colorado has paid attention to the status of girls. With Girls Count,
they published an initial status report in 1994. They are publishing a new

tatus report this month. Perhaps the mechanism for developing a report
could be instructive to Maryland people. You can contact the Women's
Foundation at 303/832-8800 or www.wfco.org. They also recently
co-published
a status of women in Colorado report.
